Q: Is match criteria comparison case sensitive?
A: After 14.5.0 Yes
There was some logic prior to 14.5.2 to make matching ignore case, that was removed to allow true matching.

Here was my dilemma:
I had spent an entire holiday weekend slaving over 😉 my merge for my updated client list. In Act! It did not show a leading space but in excel their was that was not noticeable in excel and was removed by act after merge but still added a extra client when it was to merge the client together. After trouble shooting myself/reading manuals and a few emails to support. I had decided to give them a call because I was not coming up with the results I needed……out of the kindness of his heart their support stayed late into the day to solve the mystery. He had showed me how to open the excel document as a notepad document because this will show you truly if their is a space leading in the front or the end of your list. So the leading space was causing the whole debacle. From now on I can use a transformation rule to remove that extra trim space!
